Iofan's designs epitomized Stalinist architecture at its height, as his plans, reminiscent of Roman and Egyptian monuments, were quite grandiose. After studying at the Odessa Art Institute from 1903 to 1911, he traveled to France and Italy and frequented the Academy in Rome until 1916. Back in the USSR Iofan won the competition for the workers' housing project for Rusakovskaya Street in Moscow and became the chief architect of the house of Government there. His concept of an immense monument topped by a huge statue of Lenin called the Palace of Soviets never became a reality, but was nevertheless realized in two pavilions. The first at the Soviet Pavilion for the 1937 Universal Exhibition in Paris and the second for the Soviet Pavilion at the 1939 New York World Fair. In 1970, Iofan was named People's Artist of the USSR and was awarded the Order of Lenin.
